23rd AECC to Discuss 16 Priority Economic Deliverables

Jakarta, September 2, 2023  –  The peak of Indonesia's Chairmanship in ASEAN in 2023 concludes with the 43rd ASEAN Summit in Jakarta. The 42nd Summit was previously held in Labuan Bajo of East Nusa Tenggara (NTT) province on 9—11 May. For the economic pillar group, particularly, a Preparatory Senior Economic Officials' Meeting was held on Saturday (2/9/2023) in Jakarta.

The meeting prepared and deliberated various matters to be presented at the Ministerial-level meeting, namely The 23rd ASEAN Economic Community Council (AECC) Meeting, on Sunday (3/9/2023).

Coordinating Minister for Economic Affairs, Airlangga Hartarto, will chair the AECC meeting in charge of the economic pillars. There are three Strategic Thrusts in the economic pillar. These are Recovery Rebuilding, Digital Economy, and Sustainability. In addition, the three pillars constitute 16 Priority Economic Deliverables (PED).

The six PEDs within the thrust of Recovery Rebuilding, all of which with the “completed” status, include the ASEAN Services Facilitation Framework (ASFF); Encouraging recovery, ensuring stability, economic and financial resilience; ASEAN leaders' declaration on strengthening food and security and nutrition in response to crises; Signing of the 2nd Protocol to Amend the Agreement Establishing the ASEAN–Australia–New Zealand Free Trade Area (AANZFTA); Establishment of RCEP support unit at the ASEAN Secretariat, Jakarta, Indonesia; and the ASEAN Framework on Industrial Project-Based Initiative.

Moreover, five PEDS of the Digital Economy thrust, two of which have been completed while the other three are of the "on-going" status, include a Full Implementation of Electronic Certificate of Origin (e-Form D) through the ASEAN Single Window; Increasing payment connectivity, promoting digital financial literacy and inclusion to support inclusive economic growth, and strengthening resilience in the Financial sector; Leaders' Statement to Develop the ASEAN Digital Economy Framework Agreement (DEFA); Regulatory Pilot Space (RPS) to facilitate cross-border digital data flow to enable self-driving cars in ASEAN; and the ASEAN Framework on Logistics for Digital Economy Supply Chain for Rural Areas (Last-Mile Delivery).

Meanwhile, in the third Strategic Thrust, namely Sustainability, there are five PEDs, three of which have been completed, while two are still ongoing, namely the Roadmap of ASEAN Harmonised Standards to Support the Implementation of Sustainable Development Goals  (SDGs); Development of electric vehicle ecosystem, development of ASEAN Blue Economy Framework; Promotion of transition finance to support sustainable finance and green economy; and the Declaration on Sustainable Energy Security through Interconnectivity.

"From these 16 PEDS, 11 are slated to be completed at the upcoming summit. While the remaining five PEDs will be completed in the fourth quarter of 2023. It is hoped that all 16 PEDs could be completed together this year," explained the Secretary of the Coordinating Ministry for Economic Affairs, Susiwijono Moegiarso.

Moreover, Susiwijono also explained the latest developments of all PEDs, including those related to the electric vehicle (EV) ecosystem and Digital Economic Agreement Framework (DEFA). To develop the EV ecosystem, ASEAN is promoting uniform standards, such as in terms of charging stations. ASEAN is also strengthening cooperation with other countries to strengthen the EV ecosystem. Meanwhile, at home, Indonesia’s government is currently increasing the number of charging stations to support the development of this EV ecosystem.

It was stated on a press conference that the framework of DEFA will be launched at the AECC meeting. DEFA will open a new chapter in regional digital economy integration. This agreement is expected to attract investment, stimulate innovation, enhance productivity, create quality jobs, and empower the SME sector.

The press conference, moderated by the Secretary of the Coordinating Ministry for Economic Affairs, Susiwijono Moegiarso, featured seven speakers, including the Expert Staff for Connectivity, Service Development, and Natural Resources of the Coordinating Ministry for Economic Affairs, Dida Gardera; Coordinator of Investment and Cooperation of the the Electricity,  the Ministry of Energy and Mineral Resources, Ridwan Budi Santoso; and Director of Trade Negotiations of the Ministry of Trade, Basaria Tiara Desika.

The other speakers are Deputy Director of the International Department of Bank Indonesia, Diah Esti Handayani; Head of International Affairs Center of the Ministry of Communications and Informatics, Ichwan Nasution; Head of International Industry Access of the Ministry of Industry, Tri Supondi; Director of Trade, Investment, and International Economic Cooperation of National Development Agency (Bappenas), Laksmi Kusumawati, and Director of Standard Implementation System and Conformity Assessment of the National Standardization Agency, Konny Sagala.
