TNI, Polri Ensure 43RD ASEAN Summit Will be Convened Securely

Jakarta, 1 September 2023 – The joint task force of the Indonesian National Army (TNI) and Indonesian National Police (POLRI) is maximizing its combined forces to secure the 43rd ASEAN Summit in Jakarta on 5-7 September 2023.

This was confirmed by the TNI Commander of the Joint Regional I Defense Command, TNI Rear Admiral Erwin S Aldedharma at the Medan Merdeka Barat 9 (FMB 9) Forum press conference in Jakarta, Friday (1/9/2023).

"Security standards are already in place for events such as the ASEAN Summit, ensuring a high level of security during the summit. We just have to follow these standards," said Erwin S. Aldedharma.

However, According to Erwin, implementation of the security arrangement must observe the global, regional, and national situation, considering that, the 43rd ASEAN Summit will not only be attended by member countries, but also a number of non-ASEAN member countries.

“What we need to do is know who the guests are. So we can ajust the arrangements in accordance  with each country’s security standards, demands, or expectations during their activities in Jakarta. It may need special attention from us," he said.

Coordination with the security forces of the countries participating in the 43rd ASEAN Summit has also been carried out since Indonesia was appointed as host. This includes matters related to number of delegates, arrival schedule, activities while in Jakarta, and the delegates’ departure dates from Indonesia. These aspects are noted in order to make adjustments to the security arrangements.

Meanwhile, Assistant Operations of National Police Chief, Inspector General Pol Verdianto I Bitticaca reaffirmed that the National Police has prepared a Centralized Operation for the Security Arrangements of the 43rd ASEAN Summit. This operation is headed by Polri’s Head of Security Maintenance Agency Commissioner General Pol Fadil Imran. He is to be supported by eight Task Forces that will carry out security arrangement tasks in accordance with their respective main tasks, functions, and roles.

The eight task forces are the Preemptive; Preventive; Traffic, Route, and Parking Arrangements (Rolakir); Action; Law Enforcement; Anti-Terror; Public Relations; and Assistance Task Forces. "They will carry out their duties and in the field together with TNI personnel," he explained.

Verdianto also confirmed that the TNI and Polri have always worked together since the organization the G20 Summit in Bali last year and the 42nd ASEAN Summit in Labuan Bajo last May 2023.

At the 43rd ASEAN Summit, the TNI is tasked and responsible for securing VVIP guests. Meanwhile, the National Police carries out VIP security arrangements. The Police’s task also includes securing routes for guests.

The pattern to be applied is a multi-layered security arrangement consists of rings one, two, three and four. For ring one, security arrangement for presidential level will be carried out by Presidential Security Detail (Paspampres), and ring two will be carried out by the TNI. Meanwhile, rings three and four as well as security for side events attended by ministers will be carried out by the National Police.

Anticipating the threat of cyber attacks

On the other hand, Verdianto confirmed that his party had taken proactive steps to anticipate the potential threat of cyber attacks at the 43rd ASEAN Summit. Together with the National Cyber ​​and Crypto Agency (BSSN), Polri has explored and identified the potential threats.

He is sure, based on their experience of providing security for the 42nd ASEAN Summit in Labuan Bajo, the 43rd ASEAN Summit in Jakarta will also run very well and smoothly.

Previously, the Indonesian National Police Chief, General Pol Listyo Sigit Prabowo, emphasized that his party had taken proactive steps to address the potential threat of cyber attacks.

The National Police Chief also praised the cooperation between the National Police and the TNI which was going very well. According to him, this collaborative approach aims to ensure the safety and success of this large event.
